Embankments above roads are left in an unstable state, missing the trees whose roots used to hold them together. After rain they collapse on to the roads. The earth bulldozed off the roads is pushed over the downhill slope, without compaction. The result is further slippage and carriage of large amounts of earth down the slope after every rain.
